The net cost to the community of an ageing population is usually overstated for two main reasons: national expenditure reflects costs only within the static framework of national accounts that do not show up separately the demand created by re‐spending: and the bogey of unproductive labour misrepresents the role played by such activities in the economic and social life of the community.
