Reports on care of aged people are no novelty. Nor are the criticisms which have been directed at aged care services. The Review of Nursing Homes and Hostels and the 1986–87 Commonwealth Budget have at last provided the capacity to plan the provision of services over the next few years and to begin the process of redistributing resources away from nursing homes to a higher quality of care in less institutionalised hostel settings and community services. This paper assesses the significance of the 1986–87 Budget and identifies the areas for priority attention in achieving the proposed new directions: *the more effective planning of services; *the flexible development of the hostel concept; *the establishment of new and expanded assessment teams; *the resolution of issues relating to standards and user rights; and *the development of priorities and directions for the expansion and delivery of community services.
