The crowning accomplishment of the Montreal Pan‐American Health Organization and World Health Organization Conference on Intellectual Disability in 2004 was the unanimous adoption and endorsement, by its 65 participants from 17 countries of the Americas, as well as the principal organizations committed to the defense of the rights of persons with intellectual disabilities, of the Montreal Declaration on Intellectual Disabilities . This Declaration establishes legal standards related to the right to equality of persons with intellectually disabilities, as well as a series of measures to be undertaken in order to support decision making among persons with intellectually disabilities within a context of respect for their fundamental rights.
