There were few significant background differences between those who felt it was desirable to assign the potential social benefits of all proposed projects and those who did not. The data do, however, suggest that differences of opinion as to the desirability of this kind of assessment may be associated with differences in attitudes as to the relative values of knowledge and more material benefits.
