The general scientific consensus is that the issue of climate change cannot be ignored, and that average global temperatures are likely to increase significantly by the end of this century 1 . There is also agreement that steps to address these changes need to be made swiftly if there is to be any chance of keeping any temperature rise to the lower end of the scale and avoiding the worst consequences. Increases in temperatures will not only mean rising sea levels, but also more intense precipitation in some countries, increased risk of drought in others, and adverse effects on agriculture, health, biodiversity, and water resources around the world.
