Public policy should be designed to obtain maximum benefits for the dollars expended. Because funding for end‐stage renal disease (ESRD) is in the public domain, it is appropriate to determine whether or not policy changes might result in more cost‐effective care. Policy‐oriented research therefore will be increasingly useful in identifying potential areas of improved efficiency in the delivery of health care services as well as in evaluating the effectiveness of innovations in the health care financial reimbursement system.
