In this pilot study, a production function model was used as a framework to explore the relationships between Medicare clients' living arrangements, functional status, plan of care and consumption of home care resources. The findings showed that the independent variables significantly explained resource consumption and that differences appear to exist for age and gender cohorts. These results provide a beginning direction for defining a basis for setting prospective reimbursement rates.
