SUMMARY The articles in this collection serve to illustrate that problems of hazardous waste disposal are amenable to analysis from a variety of theoretical perspectives. Understanding the interplay between high‐risk policy problems, changing political and economic circumstances, and actions taken by political actors with a stake in decisional outcomes should yield information of substantial value to public administrators as well as students of the public policy process.
