The 1974 Congressional Budget Reform was designed, at least in part, to enhance Congressional autonomy in the appropriations process and weaken the incrementalist rituals that have traditionally forestalled “rational” budget choices. This article assesses changes in patterns of spending decisions since 1974, and concludes that the legislation has, to date, had little discernible impact in these areas.
