This study examines the relationship between the U.S. government deficit on a unified budget basis and the various available sources of financing. It identifies those sources of financing other than private domestic capital markets that are available, and develops measures of the financing responses of both domestic and foreign monetary authorities to the continuing U.S. budget deficits of the past fifteen years.
