‘CONTROL THE ONES YOU CAN’: PRODUCTION RESTRUCTURING, SELECTION, AND TRAINING IN KITCHENER REGION MANUFACTURING, 1987‐1992

This paper examines the restructuring of manufacturing and its impact on the recruitment and training of shop‐floor employees in the Kitchener region between 1987 and 1992. Based on survey and interview data from 58 manufacturing establishments, it is argued that while the recession in Canada and, in particular, in southern Ontario has led to a justifiable concern with layoffs and plant relocation and closure, it is important to recognize that the contemporary period has witnessed significant attempts on the part of management to restructure their labour demand for both new and existing employees in situ. However, while some firms have adopted ‘post Fordist’ human resource strategies for most, Fordist practices remain predominant, and the reformulating of existing firm‐labour market links have often been problematic. Furthermore, in nearly all cases, traditional managerial concerns of labour control appear to have remained amongst the most important criteria in selection and training strategies. Cet essai examinera la restructuration manufacturière et son impact sur le recrutement et la formation de la main‐ďoeuvre dans la région de Kitchener entre 1987 et 1992. Les résultats des sondages et des interviews faits dans 58 établissements manufacturiers montrent que malgré les nombreuses mises‐à‐pieds, les fermetures ďusines, les déménagements et les relocalisations, cette phase difficile a été, pour les gestionnaires, une période de restructuration de leurs exigences en main‐ďoeuvre existante et nouvelle à un moment où le Canada et la région du sud de ĽOntario ont été particuliegrement touchés par la récession. Si plusieurs entreprises ont adopté des stratégies de gestion ‘postfordistes: il reste que les pratiques fordistes sont encore prédominantes, entisainant ainsi une nouvelle problématique dans les relations de travail. De plus, il semble que Ľadministration ‘traditionnelle’ de la main‐ďoeuvre soit encore la méthode de gestion préfértée pour les stratégies de sélection et de formation des employés.
