The paper draws upon the main challenges to implement the so called social organizations partnership model, designed in the 1990s to allow the transference of state activities to non-governmental entities in Brazil. Questions regarding the collaborative governance literature and field observations are raised with the aim of elaborating research questions to be further explored. The main challenges are related to the following themes: partnerships and institutional reforms; performance orientation; mixed governance systems; partnerships vs. outsourcing; and operational flexibility.
