Governmental response to natural disasters normally follows a well-established, fairly long-standing mobilization process. While it is too early for definitive answers, the author examines reasons for failure in early governmental response to the widespread devastation caused by Hurricane Katrina. Lack of focus, unclear mission, personnel problems, and faltering mobilization are some of the challenges posed in Katrina's wake.
