Author's summary.— The study of foreign languages is consistent with the ideal of social competence if teachers accept as their aim the mastery of language as a tool of understanding, and cease to regard the study of foreign languages as too difficult for all but the superior student. This article deals with the educational values of foreign language study, with the problem of popularizing foreign language study in the secondary school, and with the newer techniques which must be adopted if problems of teaching and learning are to be solved in terms of the goal of social competence.
