Author's summary.— This paper, resting on the assumption that (1) measurement of language proficiency in terms of credits is anomalous and should give place to measurement by actual attainment, (2) language skills are differentiated and may be trained separately by properly chosen methods, and (3) modern testing methods permit the measurement of these skills, sets up a tentative program for the collegiate study of modern language.
