This paper reviews the value trade‐offs made when one chooses among productivity models. It articulates how one's ideology, and one's perspective on the role of politics in implementation, affects one's view of productivity in the public sector. Two alternative approaches to examining productivity in the public sector are presented: a Quality Productivity Ratio and a Service Productivity Rating, with emphasis being placed upon the latter. Illustrations of the issues discussed are provided from the field of higher education.
