A national survey of Police‐Community Relations Units was made to analyze their size, emergence, purpose, structure and recruitment procedures, internal and external support, handling of complaints and evaluation, rapport and dress, and extent of racial integration. While these units appear to be leaders in certain areas, problems of internal support and substantive external change are noted. The survival of Police‐Community Relations Units may necessitate their stopping short of promoting the kind of substantive change necessary to alleviate conflict.
