The white professional researcher is held responsible for the creation and refinement of the social conditioning techniques employed to establish and maintain dependent and acquiescent behavior in black people. The role which black people play in perpetuating the conditioning process is also significant. Dominant emphasis is placed not on “what whites have done to blacks,” but on “why blacks permit whites to do what they do.” This change of emphasis has profound implications for theory and research in black behavior.
