The precautionary principle is said to promote prevention, rather than cure, especially in relation to potential risks from modernity. The hopes are that the precautionary principle will generate a new environmental law system that will protect the present and future generations against the environmental and health risks associated with our contemporary production methods and consumption patterns, which have become highly technological. Precaution therefore is regarded as the lodestar on the road to sustainability. As the European Commission puts it: 1 The dimension of the precautionary principle goes beyond the problems associated with a short- or mediumterm approach to risks. It also concerns the longer run and the well-being of future generations.
