A bstract . The intoxication of recreational boaters has become a serious problem. The usual policy prescription to this type of problem is to step up monitoring efforts to deter excessive drinking. However, this may be too expensive. This paper examines an alternative strategy—substituting lower blood alcohol limits for monitoring blood alcohol levels. Statutes that lower blood alcohol limits would be especially useful in areas such as recreational boating where monitoring would be very costly. This same policy could be used to curtail socially excessive blood alcohol levels in air, bus and rail transportation and recreational activities such as snowmobiling and skiing.
