The long‐range goal of the program is to collect data to gradually define the scope, trends, and overall patterns of alcohol consumption and abuse. Emphasis is on three concepts: measurement through surveillance. psychosocial research to define the contexts in which drinking occurs, and medical epidemiology to demonstrate to what extent alcohol is a risk factor for specific diseases.
