The quota provision of the European Community's common sugar policy are due for renewal in 1980. This paper considers the policy options available to the Community and presents proposals for managing the Community's structural sugar surplus. Résumé LE DILEMME DU SUCRE DANS LA COMMUNAUTé EUROPéENE Les chiffres des quotas de la Politique sucrière commune de la Communauté européenne doivent ětre révisés en 1980. Cet article examine les différentes politiques qui s'offrent à la Communauté et présente des propositions pour administrer les excédents structuraux communautaires de sucre. Zusammenfassung EUROPAS ZUCKERDILEMMA Die Ratenkontingente der gemeinsamen Zuckerpolitik der Europǎischen Gemeinschaft sollen 1980 neu festgelegt werden. Dieser Artikel untersucht die Wahlmǒglichkeiten fur die Politik, die der Gemeinschaft offenstehen, und macht Vorschlǎge, wie der strukturelle Zuckerùberschufi der Gemeinschaft gehandhabt werden kann.
