When the subject of this paper was chosen, it was intended to open a discussion at the Summer Conference at Oxford. For that purpose, a great deal could have been left to be raised in discussion, points clarified, and possible misunderstandings removed. It is a subject clearly more suitable for the atmosphere of intimate discussion than for that of emphatic presentation. The Conference was cancelled, but the writer was asked to make the paper available for publication– without its anticipated discussion. As a result, the liberty has been taken of extending its length far beyond the legitimate limits of a Conference paper in order that the points which could otherwise have been left to oral discussion might be more fully amplified in the initial presentation.
