Experience over recent years indicates that environmental problems are increasingly threatening sustained economic growth in developing countries. They are also caused by pervasive activities, and not solely due to individual, identifiable, large‐scale development projects. Although concern with individual projects remains critically important, it is therefore necessary to complement this concern with the integration of environmental management into economic planning at all levels.
