India has groundwater potential of 418000 MCM. At present the bulk of groundwater use is in the agricultural sector which utilizes about 104700 MCM annually for irrigation. Initially groundwater development was at a low key with very little public outlay. However, the drought situation in the late 1960s dramatically altered public investment patterns, and the upward investment trend has continued ever since. During the VIIth 5‐year Plan (1985–1990) institutional lending in this sector is targetted at Rs 33 billion with the intention of irrigating an additional 7.1 million ha.
