Title VII of the Civil Rights Act is viewed in this paper as a response to inequality which places the burden for change on the individual. By examining characteristics of the suits filed under Title VII, it is shown that the current system of stratification is not seriously threatened by laws such as Title VII, particularly when narrowly interpreted.
