Consumer policy is an important part of total welfare policy. A prime political goal in many societies is equality among their members. On the basis of secondary data from several countries the manifest and latent functions of anti‐smoking policies are evaluated. The main conclusion is that in several cases they contribute to increasing inequality among social groups.
