The German Government has received the attached petition from the Diet of Memel, dated August 28th, 1930, and also an addendum to this application dated September 15th, 1930, referring to a number of infractions of the autonomy of the territory of Memel by the Lithuanian Government. In accordance with the report of the Committee of Jurists of September 16th, 1926, adopted by the Council of the League of Nations on September 20th, 1926, the German Government has made a thorough enquiry into the facts alleged in these petitions, and confirmed by information from other sources. As a result of its enquiries, it has no doubt that the Convention of Memel of May 8th, 1924, has, on account of the acts referred to, been infringed in the following respects :
