SUMMARY Too little critical attention has been given to the functioning of the medical and social services for handicapped children. The shortage of services, the great expansion in services which is at present taking place, and recent developments in sociology and psychology make such studies timely. The development of services for the handicapped child is discussed and comparison made between the lack of assessment of such services and the assessment of drug treatments and other branches of medicine by clinical trials. The difficulties of the experimental approach to the assessment of clinical practices and special educational treatment for chronically disabled children are discussed. A plea is made that such studies should be initiated at once so that in the future we have facts rather than speculations on which to plan the development of services.
