Ireland has experienced some twenty years of violent incidents and such incidents can be interpreted as a series of small disasters. Emergency services in Northern Ireland have developed plans and strategies to cope with the consequences of these events. This experience can be related to a number of more general issues about the management of civil emergencies, including the conceptualization of the planning process; the routinization of emergency procedures; the desirability of flexible planning and central coordination and the role of counselling and voluntary activity. It has to be noted that the nature of civil conflict in Northern Ireland also results in certain unique features in the management of emergencies.
