This paper explores one possible approach to caring, in a community setting, for people with mental handicaps who exhibit challenging behaviour. The advantages and disadvantages of a special unit and the flying squad approach are addressed. One model of care which attempts to use both approaches is discussed, with the emphasis on individual case management. The model suggested is underpinned by the philosophy of normalisation which seeks to enable service users to participate in community activities as fully as possible. One method of preventing unnecessary admission to a special unit is explored, and the use of a checklist and flowcharts suggests alternative methods of managing individual service users.
