This article, the second in a four‐part series, presents how one health authority has begun to tackle the issue of monitoring the quality of residential services to people with mental handicaps. It describes the factors that led to interest and research in monitoring in Bath District Health Authority, and outlines the steps through which a small working party went in its struggle to design one method of monitoring.
