Individual Programme Plans were introduced to a local authority hostel and an adult training centre as a result of discussions between the officers of those establishments and the local Community Mental Handicap Team. Training in assessment and how to organise IPP's took place to maximise their effectiveness, and the clarity, goal orientation, and accountability of the IPP's enabled evaluation. Attendance of people with mental handicaps was high and relatives were always invited. A wide range of goals was set relevant to individual needs. Evaluation showed that, while just under half the goals were successfully achieved or required a little more practice in the time allotted, a significant proportion were not achieved. Staff are confident that this situation will improve as they gain more confidence and the adults play a more active role.
