The economic impact of emigration on the source country is analyzed through a literature review and a discussion of costs, benefits, and public policy implications. Third...these costs and benefits must be assessed in a long-term framework that considers the socio-economic conditions and the goals of the country....Fourth, effective governmental policies...need to recognize that emigrants generally are highly motivated people [who] are adept at overcoming legal or other obstacles in their path."
