Participation in the EC has given Irish unions the clout to press for equality policies. However, economic factors combined with an entrenched sex‐gender system hinder women's progress in achieving employment equity. Within the civil service, positive action policies have tended to perpetuate women's marginal status and discourage their labour force attachment.
