This article critically examines the emergent ‘consensus’ functionalist image of personnel management in the 1990s, contrasting it with potential images derived from other paradigmatic perspectives. The utility of the ‘consensus’ image in reinforcing personnel practitioners’ threatened power base is also discussed.
