This article deals with the issues of access and expansion in France. It elaborates on the rationale and causes behind the expansion of higher education over the last 25 years and the impact this has had on the system, more particularly in terms of inclusion and exclusion. The article shows that, as in the United Kingdom, although expansion has occurred, it has largely failed to deliver the democratising effect that people had hoped for.
