This paper describes how in 1987 a university reached the verge of bankruptcy. It reviews the constitutional constraints on action by the Government and the University Grants Committee and the steps that were taken to rescue the institution. It goes on to analyse how the university reached this position and what lessons can be learned by other universities and by Government from the affair.
