The funding of scientific research through the state is subject to the unpredictability of political whim and the inevitable caution of government advisers. Dr David Horrobin, Chief Executive of Efamol Ltd, proposes a method of financing scientific enquiry neglected since the early 18th century, and predicts a massive increase in the amount of funding from a substantial reduction of the role of the state.
