Neither inter‐governmental agreement nor the moral exhortations of conservationists have prevented the indiscriminate slaughter of whales. John Majewski, Claude R. Lambe Fellow at the Institute for Humane Studies, Faifax, Virginia, contends that as long as whales remain common property, the whalers will respond rationally in attempting to exploit them. He looks beyond temporary impracticability to suggest the means of enforcing private property rights to ensure the whales' survival.
