Successive Governments have been unremittingly lobbied by the recording industry to impose a levy on blank cassette tapes to compensate it for the‘negative externality’ of home taping. Thomas Coskeran argues that the Government should rescind the Green Paper and seek a solution in the re‐allocation of property rights.
