One of the few successes of the Government in mastering tax expenditure on welfare services is its sale of Council houses. At its rate of sale so far it will take 40 to 50 years to dispose of the original near seven million. David Stafford, Exeter University economist and Exeter City Councillor with knowledge of the Council housing embrogho, shows how the rate of sale could be accelerated.
