In the last JEA Arthur Seldon argued that increasing corruption in the USSR signalled the irrepressible emergence of markets. Ole‐Jacob Hoff disagrees: since neither the people of Russian nor her rulers are acquainted with any framework for capitalist exchange, they are more likely to opt for the devil they know.
