Environmental policy is now part of the EC. Harmonization is a fine principle but it should not obstruct above‐average environmental ambitions. The environment directorate in Brussels is greener than the Commission, the Commission greener than the Council of Ministers. But it can learn if the voters want it to. It is still a widely accepted idea, une idée recue, that environmental policy runs against growth and employment. But these ideas can change and so can the policy.
