Much academic analysis of regulation presents it in the terms used by the practitioners–as an intentional, two‐player game. But an action‐based analysis would show it as a social process involving a range of participants and frameworks of meaning, with the term “Government regulation” being applied retrospectively. This approach yields better analysis of the action, and also a better guide to action.
