The sociopolitical and linguistic context of the Philippine Refugee Processing Center makes it an interesting case study for those interested in formal language testing. This paper will examine the status of language testing in two ESL training programs in the Refugee Processing Center. We will also focus on three issues related to formal language testing: (1) what are the purposes of formal language tests according to various interest groups, (2) why there was resistance to formal language testing, and (3) what were some alternative forms of language assessment used in the two training programs.
