Housing rehabilitation: theory and policy but no evidence The character and quality of the housing stock within an urban area has a direct bearing on the well‐being of not only residents but of surrounding neighbours and even commuters, visitors and tourists. Changing the quality of the housing stock within a neighbourhood not only alters the physical character of the area but may also shift the social and economic linkages between that local physical space and the social and economic systems operating within the metropolitan area. Conversely, and recognising that both top‐down and bottom‐up linkages can exist, changes in broader systems may impact upon specific localities, including neighbourhoods.
