Tony Bowers examines the effect of market forces and challenges the government's assumption that that which is most needed will flourish and that which isn't will simply wither away. He takes us throught the principles of the market economy and the impact this will have on special needs. Competition, he asserts, is largely fuelled by ‘greed and fear’ and is encouraging an increase in avaricious behaviour among some educationists. He concludes the market can never work effectively in this area.
