Gary Thomas examines the concept of special educational needs, challenging the accepted wisdom of ‘one in five’ pupils. He maintains that while some children will learn more slowly than others it does not follow that they have a ‘learning difficulty’. He goes on to criticise what passes for provision and the level of over‐specialisation in this area which has had the effect of disempowering schools. He concludes that in these circumstances if special needs is at risk this is no bad thing.
