This paper was given by Colin Smith at the 1993 Conference of the National Association for Special Educational Needs at Eastbourne. Smith had been invited to review the current position in relation to the teaching of reading. He chose to cover issues arising from the ‘reading debate’, the reading recovery programme and specific learning difficulties (dyslexia). He brings to bear his considerable experience in dealing with reading problems and offers some positive suggestions for developing whole‐school policies.
